Finaly - it is not my bad!!!
Bug exists - user do not need to unlock this page firs - see steps below:
1. Navigate to the System Settings
2. Choose User Accounts
3. Click on Password field to change user password (without unlocking)

But why this new window opens if password cannot be changed without
unlocking first?
