How to regenerate:

1. Open two terminal window and  two file browser window(nautilus)
2. Set a terminal "always on top" (right click on window and set always on top).
3. Now click/double click on file browser launcher icon or terminal.
4. File browser should spread (two window in a desktop), but nothing happen. So 
you can't select window between two or multiple file browser window.


This is happening in any application not necessary terminal and file browser.
