libtiff5-dev does have Provides: libtiff-dev set http://anonscm.debian.org/cgit/collab- maint/tiff.git/tree/debian/control#n43
Because of how libraries work in Ubuntu, we can't just have the library package libtiff5 provide libtiff but it also shouldn't be an issue.
