on Low at your discretion) given how Ubuntu wouldn't ship with NaCl

Is this really a problem? I don't think Debian does, and I know Ubuntu
doesn't ship with NaCl support, so downloading any nacl module should do
nothing other than occupy a tiny fraction of disk space.
