I am affected by the same bug. Some extra information:
- tapping definitely does something, as brief animation can be seen (icons
flying away and back from button)
- Sometimes tapping on icons switches on drag and drop mode (and stays like
that), even though tap itself was short

I found a workaround that touching the icon but leaving your finger on
the screen and then moving your finger out of the icon and releasing
your finger.

Same issue here in 18.04 using a Dell Inspiron 7373 (2-in-1) and xorg, I
can confirm that "gnome-shell --replace" solves the dock issue, but
seems that multi touch gestures stop working after that.
This specific issue is not present using Wayland.

Is this bug being worked on by Canonical? The upstream project's bug
report is more than 3 years old, how can that be explained? (Wasn't this
component only included with 17.10?)

However, this causes a new bug when I lock the laptop. After locking I
cannot enter my password and it is as if someone is holding down the
enter key and the words 'Authentication Error' flashes up.

This bug affects me, running Ubuntu 18.04 on a Dell Venue 11 pro 7140.
I have a work-around that seems to be working reliably for the "Show
Applications" dots grid button: tap-and-hold until the application icons
appear, then slide your finger up into the dock bar, then release.
This only works
I have such issues with Ubuntu Dock too on my laptop with a touchscreen. I can
also confirm that gnome-shell --replace solves that problem. This problem
appears only in X11. The problem doesn't appear on Wayland session but I use
X11 due to few limitations on Wayland.
So please help to fix this
