Yeah - 1:0.28.2-5ubuntu4 should be the package version of libvte - so I
guess you must have installed a PPA with a later version. You should
have purged the PPA first before installing budgie

though a newer one was available. My guess is that this was from a PPA.

I experienced the issue when I updated the system and vte.sh was not
created. I will try a clean install and report here.
