I have had this problem since upgrading to 18.04. I am on a lenovo x260.
I could not solve it so i disabled my touchpad in the BIOS. Recently I
tried to reenable the touchpad and to my surprise it worked again.
However, since I updated my system last week the error is back. Very
frequent, random rightclicks which makes the system completely useless.
I just disabled the touchpad again and carry a mouse with me everywhere
I go :-)

Bug description:
  Tap to click with Synaptics touchpad appears to have developed a
  problem in Ubuntu Budgie 18.04 beta-1 that was not in the alpha. When
  using the touchpad to click links (and occasionally drag windows) the
  right-click context menu appears. Changing all the touchpad settings
  in Control Centre has no effect on the problem.  System has been re-
  installed twice to ensure it was not an installation issue.
