This sounds like something that's probably already fixed.

Title:
Fails to declare support for gnome-shell 3.28

Status in gnome-shell-extension-ubuntu-dock package in Ubuntu:
  Fix Released

Bug description:
gnome-shell-extension-ubuntu-dock can't be enabled in bionic right now
because it doesn't declare support for gnome-shell 3.28.

  I hacked 3.28 into metadata.json, restarted gnome-shell, and the
extension seems to work fine. I don't know if there are any more
subtle issues involved, but maybe that's all that's needed?
