Title:
Specified monitor refresh rate is applied to mouse cursor only and not
the applications' windows on 18.04 with Nouveau or NVIDIA's driver
  from Ubuntu's repo

Status in mutter package in Ubuntu:
  New

Bug description:
I suspect this to be a bug related to mutter, but I'm not sure.

On Ubuntu 18.04 using either Nouveau or NVIDIA's driver (from Ubuntu's
"Additional Drivers" utility), when I select and apply a higher
available refresh rate for my monitor (e.g: 240hz), the change is only
applied to mouse movements, whereas if I drag applications' windows
around I can clearly see their movement is still at the default 60hz.
Linux Mint 19 with either the Cinnamon or MATE DE does *not* show this
  issue.
