Public bug reported:

There is no menu item in the VPN submenu to disconnect a VPN connection.
Only "configuring VPN" is offered. The only way to terminate a VPN
connection is to click on the ongoing VPN connection again to trigger an
error.

Such menu option did exit in Ubuntu 14.04.
