The only possible cause of this I can think of has now been fixed by the
introduction of:
https://launchpad.net/ubuntu/+source/egl-wayland
and rebuilds of mutter which enabled use of it.
Does anyone still see this bug in 19.04?

I've been testing nvidia-410 in Ubuntu 19.04 recently and can't
reproduce this bug. I get the "Ubuntu on Wayland" login option on my
machine. So I can't confirm this bug myself.
