We appreciate that this bug may be old and you might not be interested
in discussing it any more. But
"gsettings set org.gnome.desktop.wm.preferences focus-new-windows
'strict'" doesn't seem to solve the problem.

gnome 3.34 these notifications

This sounds like it might be related to focus stealing prevention. That
is the code which prevents new windows getting focus if the system
thinks you're busy with something else, so new windows would only get in
the way.
