Can't explain better, but I found root cause.
So, full steps to reproduce:
1) sudo service NetworkManager stop
2) sudo wpa_supplicant -c /etc/wpa_supplicant/wired.conf -i eth1 -D wired
3) sudo dhclient eth1
4) see in output "ls: cannot access
'/run/systemd/resolved.conf.d/isc-dhcp-v6-***.conf':
unsure where the communication is failing, but could you provide a
screenshot showing the issue? or if not at least state that you
can't/don't want and try to explain better what UI is having the
incorrect status?

Connection a 19.10 laptop to a wired eth with a standard dhcp seems to work
