This is bug #1849160, an unfortunate regression caused by the deb->snap
migration. A fix is being SRUed, in the meantime the workaround is to
run the following command in a terminal, then close and re-open
chromium:

    snap connect chromium:password-manager-service

Title:
  autofill and password sync does not work for snap version

Status in chromium-browser package in Ubuntu:
  New

Bug description:
  the autofill forms and passwords does not work anymore although one is
  logged into google account. opening the settings|passwords shows an
  empty list of username\passwords for sites. nevertheless, clicking on
  the link [sic] to the passwords in the google account shows they are
  all stored remotely, just the sync somehow fails to get them over and
  store them locally. might be $HOME access problem (again).
