I thought the problem might be only on Wayland. I logged out and
switched to Xorg. It did NOT fix the problem. I restarted. It still did
NOT fix the problem.

If I save a text document to the Desktop, and then copy that text
document on the Desktop, I can paste the duplicate text document to the

I am trying to paste a text file.
1) Click text file in Documents.
2) Right click on text file.
3) Click copy.
4) Click on Desktop.
5) Right click on Desktop.
6) Paste is grayed out.
I can paste to the Desktop in Nautilus.
1) Click text file in Documents.
2) Right click on text file.
3) Click
Pasting to the desktop also works for me in 19.10.
Are you trying to paste a file with unusual permissions?
