If you have added some keyboard layout(s), so you have two or more

default shortcut + (or by using the input source menu in

It's correct that Settings does not allow you to assign two modifier
keys only as shortcut. But you can install gnome-tweaks, open Tweaks,
and set + that way.
Or do you mean anything else?
