It looks like the main problem here is that your kernel audio devices
keep reappearing (and disappearing??):

The sound goes out with a double pop sound and comes back on within 10
minutes with a double pop sound. During the time when the sound is off,
crackling noises can be heard in sync with the audio that is playing.

Over amplification is already off. No process takes more than 12% CPU
utilization.

Sound cuts
Please:
1. Look in Settings > Sound and make sure 'Over-Amplification' is OFF.
Does that fix it?
2. Open a terminal window and run 'top'. Now tell us if any process is
using high CPU when the problem occurs.
