I don't know, but I suggest trying to drag and reorder the list in:

  Settings > Language and Region > Input Sources

Hopefully the one at the top will then be the default?

  2) The version of the package you are using, via 'apt-cache policy pkgname' 
or by checking in
  3.36.3-0ubuntu0.20.04.1

  3) What you expected to happen
  When selecting a layout on login screen (en), the setting would persist.

  4) What happened instead
  The setting was reset to default (de)

  
  Steps to reproduce:
  1. Install device with Ubuntu Focal Fossa

  2. Perform first login

  3. Add German language support

  4. Add German keyboard layout

  5. Logout

  6. Change keyboard layout to German (de)

  7. Login

  8. Logout
