Still same problem with Ubuntu 21.10 "Impish Indri" - Beta amd64 (20210924)
but installing the suggested plugin totem is ok.

Title:
The standard gstreamer plugins (base, good, bad, ugly) should support
this. I don't know why none of them work in impish for H264 + AAC.
Although this plugins package does work:
sudo apt install gstreamer1.0-libav

Confirmed, but even when it works Totem is an inefficient player with
high CPU and stutters. I would recommend 'mpv' for the best experience.
