Yes, this can be fixed by adding "gpg;pgp;" to the end of the Keywords
entry in /usr/share/applications/org.gnome.seahorse.Application.desktop

Do you mean the desktop menu?
IIRC, it matches entries based on their individual descriptions and
names.
You can edit the launcher by right-clicking on the entry. You can
change it so that the 'Description' field includes the term 'GPG'.
I did this and it worked for me on Linux Mint, but this
HUD?.. Heads-Up Display?
