This was a PEBKAC issue. I was opening the Unity sharing control panel
instead of the GNOME sharing control panel.
I have no idea why the Unity sharing control panel is still on my computer. I
thought unity was gone. ;-)
Is it safe to remove it?

This sounds like either a Settings bug, or just a natural consequence of
(accidentally?) removing some dependencies from the default install. The
latter I think is also the responsibility of the Settings app to resolve
or communicate to the user what's missing.
