That icon appears to be 'software-update-available' according to our icon theme, so it might be either firmware related or related to the new store (https://github.com/ubuntu/app-center/issues). Not sure - I don't recall seeing it myself.

It looks like there is supposed to be text to the right of the arrow, like it is a notification or something, but there is no text. Usually (I *think* 100% of the time) when I enter my password after seeing the green arrow I have a specific notification waiting for me, saying the "DBX database" (this is something to do with secure boot, it is apparently legitimate) needs to be updated, if I successfully click on this notification before it goes away (it's pretty quick) it opens firmware-updater and asks about updating the DBXes. It is possible the green arrow is the firmware-updater/DBX notification *trying* to display, but the text is not displaying. In case the DBX notification is the repro for the bug, I will hold off on updating the DBX database until I find out whether you need more information than is currently attached.
