That command did create some users
Restarting gnome remote desktop now gives me

Nothing really reported from running the above command
/usr/libexec/gnome-remote-desktop-daemon --system

But no ports are open
netstat -tnlp
/usr/lib/systemd/system/gnome-remote-desktop.service has
User=gnome-remote-desktop
But it seems that user isn't created by the package? I wonder if that
would part of the issue but then it should be happening also on other
systems...
Could you try to manually start
