In June 2015 there was another attempt to get this patch merged[0], it seems that people are now recommending/leaning towards replacing xf86 -video-dummy[1] by Xvfb[2][3]. The patch looks trivial enough to get merged, but maybe it never will due to Xvfb deprecation (=WONTFIX)? [0]:
