As far as I remember it was solved in pl2303 kernel driver. Please
correct me if I'm wrong.

Bug description:
  Binary package hint: modemmanager

  Somehow after connecting of my pl2303 serial adaptor, the port
  (/dev/ttyUSB0) is opened several times and flowcontrol and baudrate is
  changed. In particullary flowcontrol is anoying since it is set til
  hardware flowcontrol. This is a problem because I use applications
  that depends on opening the serial port in blocking mode. Usually only
  RX and TX iand GND is attached to the open syscall hangs
  foreverwaiting for valid hardware flowcontrol.

  Current modemmamager version has this strange behavior whereas the
  version from lucid (0.3 as far as I know) does not.

  I have tried to compile 0.3 and the version from git commit 
be28089dc4c1b07d9def45a3c763f432ae8322c4 manually.
  Stangely enough both of then apparently does not change flowcontrol on 
/dev/ttyUSB0. I was hoping that I could compile both
  the new and old version manually and then bisect to the bad commit - but I 
was not that lucky ;(

  Installing a rebuild of the ubuntu package version
  0.4+git.20100809t153145.be28089-0ubuntu1 does change flowcontrol.

  Any ideas on how to further find the reason on the change of
  flowcontrol.
