Public bug reported:

Go to the top right workspace (unity). 
Open Libreoffice writer (new document). Unmaximize it if the window is 
fullscreen. Now drag the title bar to the right hand side of the workspace. 
This should make it occupy half the screen.
Now go to the top left workspace. Click on the writer icon in the launcher. The 
writer window is brought to the foreground in the top left workspace instead of 
the window being show in the top right workspace.
