Title:
Switcher should be a separate compiz plugin

Bug description:
The window switcher in Unity doesn't need to be bundled with the rest
of the Unity plugin. It should be a separate plugin, under "Window
Management" in ccsm. I want to use Unity because I like its dash and
dock, but I still want to be able to use the Static Application
Switcher or the Ring Switcher. Now, I *could* rebind all the window
switching keys to null and then enable my preferred switcher, but I
would rather have Unity's switcher just be a separate plugin that I
  can disable or enable.
