FWIW; ipw2200 has nothing to do with this. If you're having issues with
an Intel card using the ipw2200 (Calexico2 and others);

I forgot to mention that iwconfig seems to have an issue with my card as
well.

This bug affects me as well. I installed on a Thinkpad T42 using the mini iso.
Similarly, I can scan for networks with
$ sudo iwlist scan
as expected.
As a workaround, I am able to configure my wireless network by
installing Wicd and using that instead of NetworkManager.
