Why was this marked invalid? It's an obvious bug which can be reproduced like in comment #8. In short, after running empathy -p once, the preference windows opens every time the empathy windows is raised by executing empathy, even without the -p. Interestingly, even when starting using the

I see your point, hmmm.. the issue is when you open preferences from the unity launcher with a right click, it is actually running empathy -p which runs empathy and raises the preferences dialog. Then you close the contact list window, activating empathy again to raise it seems to use the -p
