may have been fixed
Why was this marked invalid? It's an obvious bug which can be reproduced
like in comment #8.
In short, after running empathy -p once, the preference windows opens
every time the empathy windows is raised by executing empathy, even
without the -p.
Interestingly, even when starting using the
I can confirm this issue on 12.04.2.
This also needs testing on Quantal and Raring.

I see your point, hmmm.. the issue is when you open preferences from
the unity launcher with a right click, it is actually running empathy
-p which runs empathy and raises the preferences dialog. Then you
close the contact list window, activating empathy again to raise it
seems to use the -p
Here, I've made a screencast showing how Empathy behaves normally, and
what happens when you open the Preferences Window from the icon in the
Unity Launcher.

Yes, but I think this is still a bug because when I Right-Click on Open
Preferences in the icon, I expect this to happen 1 time only. Not
every time I open the contact list after that.

Here is how to reproduce the bug:
1) Make sure Empathy is closed first
2) Start Empathy by clicking on the Messaging Indicator and -- Chat
3) Right-click on Empathy's icon in the Unity Launcher and select Open

4) Close Empathy (it will run in the background)
