Hi, and thank you for your report. Actually, Ubuntu Software Center has been a part of the ubuntu-desktop metapackage for quite a few releases now, and could not be removed in Oneriric, or Natty, and further back than that. If you like, please give one of those a try verify it for yourself.
It's part of ubunt-desktop by design, therefore, I'll close this report. Thanks!
