I just tried to reproduce this problem, but couldn't.
Installed the ubuntu 20.04 daily built image on my Lenovo X1 Carbon 7th
sudo apt dist-upgrade reboot and check the pulesaudio version, it is

Just checked the pulseaudio_11.1-1ubuntu4_amd64.deb, the dell-dock-tb16
-usb-audio.conf is in it, and will be put to the folder
/usr/share/pulseaudio/alsa-mixer/profile-sets when installing this
package. That is expected, so the bug 1718824 should be fixed in this
version.

According to the log, when problem happens, the Nvidia hdmi codec
doesn't response the HDA controller, Usually it is nvidia graphic
driver's issue.
Let us disable the nvidia hdmi audio temporarily and see if this problem

According to the alsa-info.txt of #6 and #7， there is no speaker at all
on the 3 sound cards, if you mean there is indeed speaker on one of the
sound cards, that should be a problem of kernel driver.
So could you please install the ubuntu 18.04 (bionoic beaver) and test

For the 1:8.0-0ubuntu3.8, the pulseaudio will regard the profile as
available even no output device is plugged, for 1:8.0-0ubuntu3.9, the
profile will be set to unavailable if there is no output device plugged.
The 1:8.0-0ubuntu3.9 has the same behaviour as the 17.10 and 18.

info.txt under 18.04, let us see if it is a regression for pulseaudio
1:8.0-0ubuntu3.9.
If the speaker and headphone can't work under 16.04, it is really an
