The key problem with Portland for me was that is almost impossible to get direct flights there. Connecting through Seattle added about 5 hours in each direction to my travel time. In talking with other attendees virtually everyone had to make connections to get there.
Though I would love to see it in Victoria as its a beautiful city we has an office there and could likely provide some assistance with organization. However Vancouver (which is better from a flights perspective with international direct flights from most major hubs) is also a great city and a good choice.
