A little simpler than clone the project, installing all the tools, rebuilding,

Correct. If you want to edit the release notes, you can do that here:
https://github.com/apache/accumulo-website/blob/master/_posts/release/2017-09-05-accumulo-2.0.0.md
You can just edit that file, no need to create a new one yet until release
is official.
