I don’t think it blocks the release.
Feel free to send a PR but I don’t think this needs to block the release.
It would not be a regression from 2.23.0 either. The release still good.

Hi JB,
I tried to run on the latest Karaf 4.2.16 but starting distro is failing
because it misses java.beans package to resolve. Maybe more java.* packages
hiding.

java.* packages, artemis bundle should work fine.
