- The RAT tool is supposed to be run on the source package not the
binary releases. While the binary releases also follow the same guidelines
for containing license headers (

Was that license check of the binary package (not the source?) Fokko? If so I
think those "missing" licenses are probably okay (and our normal binary
releases of Airflow would have the same exceptions?)
