graduation to an Apache Top-Level Project (TLP). A special thanks to Sally

The maintainers have done a great job in getting the code base ready for
graduation! It's be a long but exciting journey.

Since we are now a TLP, we no longer require the "incubating" keyword.
Hence, if you still see it, please let us know on this list. Here are some
places I still see it:

   - If you are a meetup admin, please update the name of the meetup
      - One of the RTD pages : https://airflow.apache.org/ (latest)
   - From https://readthedocs.org/projects/airflow/, it looks like latest
      is fine, but stable is "incubating". I'm guessing this ok since stable
      points to the last release which was done while we were still incubating,
      while latest points to master
