Yes， we could have different LICENSE and NOTICE for the source and
binary release kite.

But I found a few issues assuming all files end up in a release.
- missing NOTICE file
- missing DISCLAIMER
- file without header/or of unknown license [1]
- there are a lot of references to https://github.com/answerdev/ and

In general, only releases need to comply, and the LICENSE and NOTICE files need
to match what is in the release, not the repo.
