IvyDE-updatesite - fix for jenkins

https://builds.apache.org/job/IvyDE-updatesite/ is broken and I think its because it tries to download the ivy.jar from the wrong location. Because I dont have write access to that svn repo, I created a patch. Please try ;) cheers Jan -
