I think you are correct, I had the same problem
with cvs years ago, but the cvs was part of cygwin,
svn is not part of cygwin on my current system. It must be "clever"
or confused ... sigh.

It was, but I think your Cygwin svn client is confused, it thinks it is
running on Unix and thus doesn't see the CRs as part of the line-end.
