Allan Edwards ran across this one while debugging a problem with 2.0 closing
sockets early. I'm pretty sure this was a quick and dirty way to detect
whether APR was being compiled for WINCE or not and the check was incorrect
(SD_RECEIVE is #defined to 0 on NT/2000).

Any comments before I commit this?
