in BOOKKEEPER-874 we introduced the "Explicit LAC", but the interval is
configurable in "seconds", and I need to achieve sub-second latency.
So my proposal is to make in configurable in "milliseconds", since it has not
yet been release I think it is better to change is as soon as possible
