I see that some tests are muted under strange annotation:
@Disabled("all collation-related tests are disabled due to dtbug 280")
who know what does it mean and probably there is corresponding CALCITE
issue exist ?

Dtbug 280 is in the long-defunct bug database of a long-defunct company. The
comments in calcite code are all that’s left of it. If you can reenable those
tests you can safely declare the bug fixed.
