Actually there is a “contributors” group in JIRA and we can add people to it if
they ask.
But it’s also OK if someone (anyone - they don’t have to be a committer, just
have a JIRA account) writes into the JIRA case. “Hi, I’m working on this” and
maybe posts a link to their GitHub dev branch if
Issues can also be assigned to contributors and I've added you as a
contributor and assigned the issue to you. Thanks!

I have the impression that issues can be assigned only to committers of the
project.
Nevertheless, you can definetely work on this and submit a PR. Tickets are
not necessary resolved by the people assigned to them.
