    SMPP: Add support for message splitting policies

    At present, Camel splits messages and sends them to the SMSC if necessary.
    
    Split messages won't always be delivered.  This changes allows a policy to 
be set in the endpoint configuration or in a per-message header to stop such 
messages being sent out or to truncate them and just send the first part.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/dpocock/camel dpocock-splitting

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/camel/pull/340.patch

To close this pull request, make a commit to your master/trunk branch
