I want to create a windows 2008 server R2 VM, by using windows template.
can you please guide me where i can find these templates in VHD formate(as
CloudStack support only VHD format)

try to install 4.2.0, follow this link:
https://cloudstack.apache.org/docs/en-US/Apache_CloudStack/4.2.0/html/Installation_Guide/index.html
and try to upgrade to 4.2.1
it should work
