In a commit in May I enabled the deployment of SystemVMs on RBD, but
this was unintentionally reverted by a different commit (merge).
I didn't notice this up until now and fixed it in both master and
4.2-forward.
Can 3315159de62620166c119dbf72dad9cf661cc0cb be cherry-picked to 4.2?
Done will be in next RC build
