it looks like not a bug
on old UI, if click "Add VM" when create port forwarding rule, it will list
the first 20 vms.
when scroll down to the bottom of the list,

The last change/fix since RC3 was in KVM plugin, I ran smoketests with CentOS7
(both mgmt server and KVM hosts) which has successfully passed. I did some
manual tests with the UI and basic VM and volume lifecycles. I also manually
tested 4.15RC4 against a toy Ceph 15.2 env to do so
