I did key verification and build. No functional tests but given Rohit's
report and the fact that these should all have been covered before even
trying to release I'm satisfied we can release.

I was able to build from source, upgrade, log in with different accounts
(user/admin), launch system and user VMs, and do some operation over the
VMs (stop/start/migrate).
Despite the test cases that failed, looks good.

What is your mvn -V and java -version output? Were you building it on Ubuntu
20.04 or later? You can see on Travis build with unit tests passes.

Thanks Gabriel, can you try setting default locale set to en-US or something
en* (or in an Ubuntu container do the build with "en-US" locale), then try to
build and see if that makes any difference?
