Project commons-configuration-test has an issue affecting its community

Commons-Parent defines
Implementation-Vendor-Id as org.apache
for the maven-jar-plugin.
However, this does not seem to be used when creating source:jar or javadoc:jar.
As far as I can tell, these rely on the "defaultImplementationEntries"
which include:
Implementation-Vendor-Id: ${pom.groupId}
The binaries page:

mentions FreeBSD, but the only provided implementations are linux,
darwin, solaris, windows.
Also, the naming convention is not as documented on the page.

few minor bug fixes and adds couple of new features.
