Build works fine with Java 1.6 and 1.8 on Windows 10. Artifacts look good. The uploaded site obviously does not contain the project reports, at least http://people.apache.org/~ggregory/commons-csv-1.2-RC2/site/project-reports.html gives a 404. However, I was able to build the site locally. I got
